The fractional model works best for companies that are past the early startup stage, have real technology complexity, and need experienced executive judgment but cannot yet justify or afford a full-time technology leader at the C-suite level. Companies in the 50 to 500 employee range that are scaling, going through a technology transition, or facing a compliance requirement tend to get the most value from fractional CIO and CTO arrangements. They have enough complexity to justify the engagement and enough ambiguity that outside experience adds real clarity.
